Change Assurance

Change Advisory-1

What is Change Assurance?

Change is one of the most consistent sources of disruption an organisation creates for itself.

Most change programmes are initiated with clear intent: move to an improved future state, whether that means new technology, redesigned processes, structural change, or all three. But the gap between intent and outcome is where risk lives. Costs are underestimated. Technical debt surfaces late. Dependencies that weren't mapped become blockers. And the assurance designed to catch these things often isn't looking in the right places, at the right time.

DCR provides Change Assurance on behalf of Programme Sponsors and Boards, and Chief Internal Auditors. In both cases, the purpose is the same: give decision-makers confidence that the risks associated with change are identified early, managed well, and never allowed to compound quietly in the background.

The challenges

  • Structural Challenges in Change Programmes: Structural challenges in virtually every significant change programme include underestimated costs, technical debt that surfaces mid-delivery, unvalidated assumptions, complex interdependencies, data quality issues, cultural resistance, and assembling the right talent.
  • Limits of Traditional Audit Models: Traditional audit models are designed around certainty and documented end states. They excel at reviewing what has already happened, but for change programmes moving at pace, they have a critical flaw: they can't surface and respond to risk in real time.
  • The Lag in Assurance and Decision-Making: The audit cycle is slow, meaning findings often arrive after the programme has already moved on and the risk landscape has shifted. By the time actions are agreed and reported, assurance can be too late to be meaningful, sometimes becoming a distraction rather than a safeguard, and decision-makers are left without timely visibility of emerging risks.
  • Impact on Delivery Teams: The change team finds itself fielding waves of assurance requests at exactly the moment it can least afford them.

How to solve it

Real-time, advisory-style reviews designed to move at the pace of your programme. Rather than the traditional audit cycle of comprehensive findings and formal actions, we deliver focused updates and recommendations at key stages throughout the programme timeline. The focus is on reducing risk before go-live.

In practice, that means:

  • Dynamic approach to assurance: We acknowledge that not everything exists in a documented final state. Rather than waiting for comprehensive documentation, we assess risk in real time using multiple methods.
  • Interviews and stakeholder engagement: Structured conversations with key stakeholders to understand programme health, emerging risks, and issues beneath the surface of formal reporting.
  • Attendance at critical programme meetings: We sit in key forums - steering committees, design gates, delivery reviews- where decisions are made and risks emerge, giving us real-time visibility.
  • Real-time assurance and recommendations: We surface emerging issues before they crystallise and give the change team insight at the moments it's most useful, when they can actually do something about it.

The result is assurance that the programme and the organisation can trust, because it's built on the reality of how change actually happens.

The benefits of our services

The DCR team has advised, assured and delivered change programmes at retailers, manufacturers, banks, building societies, insurers, wealth managers and investment banks. We have been in the room at every stage of the change lifecycle, from early design through to live transition, and we understand where assurance makes the difference and where it becomes noise.

What we bring:

Senior-led credibility: Our team combines deep assurance experience with real delivery backgrounds across strategy and operating model, design and architecture, testing, cyber security, operational resilience, and safe transition to new ways of working. We bring the authority to challenge constructively and the experience to know when something matters.

Assurance that moves with the programme: We calibrate our involvement to the pace and pressure of what you are delivering. Focused in the right areas. Trusted by all stakeholders. Not a distraction from the work, but a factor in its success.

Capability that stays: We focus on building your internal capability throughout the engagement, ensuring knowledge and skills transfer to your own team so that the organisation is better equipped for the next programme of change, not just the current one.

Robust change assurance does not happen by accident. The organisations that deliver change well are not the ones that encounter fewer problems. They are the ones that are designed to see them coming.
